In December 1980 I moved to Washington to take a position at Applied Management Sciences. I served first as statistician then as project director on a large number of federal policy studies. The company averaged about 160 employees with very high turnover. It was at AMS I obtained the skills and connections that created the rest of my career. At the same time I moved to Washington, Ronald Reagan became president. The domestic policy consulting business went into a tailspin in almost all areas except fraud control. To survive, I made fraud control my primary focus.
