By 1995 QPC had established itself in the auto insurance market and was growing again. About this time we moved to 349 California Street, San Francisco.
In 1993 I founded Qestrel Claims Management. I hired Gail Simpson, Alan Statman, and Bruce Randal. David Roberts was engaged to do fundraising, and Bill Jewell as an adviser. In 1986 QPC had obtained multiple federal contracts, primarily for the Food and Nutrition Service, and grown to 13 employees. We took over and remodeled the third floor of a more modern office building at 1700 Broadway.
QPC’s first real office was on Broadway in Oakland. We moved here after getting our first Federal contract to build Food Stamp fraud control. My first hires were Gail Simpson and then Art Burger.
After founding QPC in March 1985, I moved into DREDF’s offices so we could work jointly on our first contract, on disability accommodations.
